We would like to upgrade our current six years old perpetual license to no-enforcement license but our support contract is long expired. Is there any way to do that without buying a support contract?
So in summary: we have paid quite substantial amount of money for a "perpetual" license, which is more restricted than anyone's: we can't use this no-enforcement feature without getting support first. More so, we can't get support because Splunk suddenly decided that our country is not good enough. Such a world class product.
Since this question is high up in search results and does not contain an answer, I figured I could post an answer here.

Who can get a “no-enforcement” key? Is a new purchase required?
No new purchase is required. However, you must have already purchased a Splunk Enterprise term or perpetual license and have a currently active support entitlement in order to receive a “no-enforcement” key.
