error in standard setup.xml example

  1. Make a new app in 5.0.3.
  2. Put setup.xml in your app's /default directory, using the setup.xml shown in the example: http://docs.splunk.com/Documentation/Splunk/5.0.4/AdvancedDev/SetupExampleCredentials
  3. Restart splunk.
  4. Go to launcher and click on nice notice "1 add-on awaiting set up: myapp"
  5. Click on it:

    500 Internal Server Error
    
    Return to Splunk home page
    KeyError: 'elements'
    
    This page was linked to from http://localhost:8500/en-US/app/launcher/home.

KeyError: 'elements'

Found the problem, after a couple of hours wasted.
The docs said to "Create a block in setup.xml".
It failed to mention that the "block" must be wrapped in "<setup> ... </setup>"
