I have seen a number of announcements for previous versions of the Unix and Linux TA to be on GitHub, but it is not there. For example (http://blogs.splunk.com/2011/11/07/splunk-for-unix-and-linux-an-update-and-an-introduction/):

Finally, it is worth mentioning that both these apps are open sourced under the Apache license and will soon be available on Splunk’s github.

Are there still plans to have the a public repository for the TA, and is it still under an Apache licence?

I am asking as I would like to make some improvements, and there should be a place new features, issues/bugs can be tracked. I would prefer not working on issues that are already being attended to, or will be made irrelevant by changes.

No, the initiative to open source the *nix app and put it up on github never actualized. The app is still being released under the Splunk Software License Agreement.
