Connecting to Heroku Postgresql DB

I am trying to add a connection to pgsql database on heroku and I getting this error when I click Fetch Database Names:

ERROR org.postgresql.util.PSQLException: FATAL: no pg_hba.conf entry for host "192.xxx.xxx.xx", user "zzzzzzzzzzzzzz", database "postgres", SSL off

192.xxx is the ip of my server splunk is installed.

What tier of DB are you using? DB logs are a production-tier (paid) feature. They are not available on hobby-tier databases.
