What permissions are required to share lookup files?

I have a Power user who is creating his own lookup files. This works great but he's unable to share the file for other users. What specific capability is required for sharing of lookup files? Or, do I need allow him to admin all objects?

As with all objects, a user must have "write" permissions to the app in question to be able to share.
