Why won't Splunk's Openssl combine .pem files?

Hello,

So I am trying to set-up my own signed certs for Splunk Enterprise (7.2.9). I used this documentation.

and I am not able to combine my server cert(.pem), serverprivatekey, and my CA cert (.pem) together using the 'type' command in Splunk's own version of openssl. I am using the documentation that they provide. Anyone know what is going on. It's saying 'type' is an invalid command. I double checked that all .pem files including the .key is spelled correctly. Thanks for the help and input.
