i configured index cluster with 3 peers. ( rf=2 sf=1)
i see that only new data is getting replicated , the older or existing buckets/data on the index peers i added is not getting replicated .
is this by design ? or is it possible to replicate all the older buckets already indexed ?

Yes this is by design, data from the non-clustered environment will remain searchable but will not get replicated. You will need to wait for it to age out before you will be able to see that all data is replicated. This is shown in the official documentation here :
When you add an existing indexer to the cluster, the cluster does not replicate any buckets that are already on the indexer.
You could also perform a migration but better have professional services assist with that because you might end up ruining your data.
