What capabilities are required to configure Splunk Add-on for Java Management Extensions

I would like a non Splunk Cloud admin user to be able to configure the inputs of the add-on: Splunk Add-on for Java Management Extensions. Currently, he got an 403 error when he goes to /app/Splunk_TA_jmx/configuration.

What capabilities is required to configure this add-on?

I am also receving same error after installing and ask end user to access. Can any one please let me know what extra capabilities are required to access and add inputs. 

 

Note: Admin user can be able to access the add-on app and creating inputs. Issue is with end user (we can't give admin privileges to the end user).
