what user is it installed under? What user are you? If you don't have permissions to get into the /opt/splunk directory, then you won't be able to get into the /opt/splunk directory.

What actual steps did you follow when you installed it?

Check to see if it installed properly using
dpkg -l | grep -i splunk

When I installed it at home on Ubuntu 18.04, I followed these instructions:

Can you please post what you followed for the install?
