we are running the version 6.5.4 enterprise and how to upgrade the file datetime.xml to fix the issue.

Check this: https://docs.splunk.com/Documentation/Splunk/8.0.0/ReleaseNotes/FixDatetimexml2020. You need to replace existing datetime.xml with one provided in the link and restart splunk.
