How do I find out long the a field is greater than variable X?

Hi,

We are monitoring Windows performance logs. We would like to know when the CPU usage started to go over 90% and for how long did it stay for more than 90% of the value. The events look like this. We are trying to get the time when it first hit more than 90% and for how long did it stay over 90% before it dropped it value.
