However, restarting of the SH cluster fixes the issue for a short while and then it reappears.
Any ideas?
I had the same issue, in my case I solved after configure specific capabilities for this role.

you maybe hitting the wrong URL.
Incase if you are hitting through management port 8089,
eg: corrent URL: https://:8089/services/data/inputs/web_ping/
wrong URL: https://:8089/services/data/inputs/web_ping/_new
In this thread here, it appears that the same problem was the result of the use of quotes around the search terms and once it was removed the issue was resolved. Oddly worded error if that winds up being the case?
Restart a SH cluster fixing an issue lookes like a caching problem. Not entirely sure.
Do you have any automation or maybe setting the default/local config?
