Company-Specific Documentation and "Help Links" within Splunk to promote user adoption

I am working at a large company that uses Splunk, however, only ~3 people in this entire company actually use it. I want to create documentation that is specific to the company's apps within splunk (at the moment our apps are separated by country).

Does anyone have any advice on anything pertaining to this? Namely:

  • What to document?
  • How to Document it?
  • Best format for documentation? (html links within dashboards, a basic pdf, etc.)

We basically want this documentation to server as help docs but struggling to determine the "best" way to go about it so I would love to hear anything that others have done.
