We have data we want the public to be able to access, is it possible for Splunk to do this?
Then you can add scripted authentication to your splunk instance and validate your user.. you can even provide filter for different user to restrict access over your data.. Also you can create different roles and assign it to your user for more restriction...

Unfortunately scripted authentication is not supported in Splunk Cloud.

If you're monetizing this, a.k.a. sharing Splunk with your customers, your license agreement probably says no.
short answer is yes.
long answer is it depends on your requirements. do you require ABAC or RBAC permissions/security on your data? would an embedded report or dashboard do the trick or do you need full splunk access?
Ultimately, I'd like users (with permission) to access a very large data set maintained by my organization. They don't need to have access to all site features but would need to be able to search for and download data.
If your users are external facing customers, you may have a TOS issue. I would contact your Splunk sales rep for more info
