@karthi25, you can add the following CSS

      #id .dashboard-element-title{
        font-size: 90% !important;
      }

Following is run anywhere dashboard to test the changes:

<dashboard>
  <label>Change Single Value Title Size</label>
  <row>
    <panel>
      <html>
        <style>
          #id .dashboard-element-title{
            font-size: 90% !important;
          }
          #id .single-value .single-result {
            font-size: 25px !important;
          }
        </style>
      </html>
      <single id="id">
        <title>Single Value Title</title>
        <search>
          <query>| makeresults
| eval data = 1023
| table data</query>
          <earliest>-24h@h</earliest>
          <latest>now</latest>
        </search>
        <option name="drilldown">none</option>
        <option name="refresh.display">progressbar</option>
        <option name="showTrendIndicator">0</option>
      </single>
    </panel>
  </row>
