An admin can update local apps from the UI.
Go to the "app manager" the "cog" icon on the top of the app list.
- Then you will see an option to upgrade (if the app if on splunkbase, and a new version is availalble)
- Also this ui has an way to upload an app package to install or upgrade too.
also will current configurations be lost once the app is updated?
No, the upgrade will left untouched your configuration locally modified (in the $SPLUNK_HOME/etc/apps//local folder)
While the defaults will be replaced (in the $SPLUNK_HOME/etc/app//default folder)

hi when clicking the cog icon it brings up the list of apps, 3 buttons at the top that says "browse more apps" "install app from file" and "create app" i do not see an upgrade button for the app but there is a new version available.
thanks i found out that you have to click "install app from file" and then select new version of app, then underneath there is a check box that says upgrade if this app already exists. also after upgrade configurations were untouched. thanks!
