My search Head web server not launching port 8000, error - unable to open https://server.domain:8000/. cannot locate the internet server or proxy server.

Also DMC Alert - Search Peer Not Responding

Check to see if $SPLUNK_HOME/etc/splunk-launch.conf has https_proxy or http_proxy settings enabled. May need to disable these if the proxy server they point to is not available.
