Are you opening command prompt as an administrator? Open command prompt, then right click on command prompt icon in the taskbar, then right click on "command prompt" in the dialog that opens up, and then click on "run as administrator" in the dialog that opens. Finally, go to your splunk_home/bin directory and try your commands.
