can splunk be installed as non root

Hello,
I have downloaded the rpm (splunk-4.3-115073-linux-2.6-x86_64.rpm) for linux. May I know splunk can be installed as non root user. For example. create a splunk functional user id. log in to the server as "splunk" and "run rpm -ivh splunk-4.3-115073-linux-2.6-x86_64.rpm".

This is not a splunk question but rather one about 'rpm' in general. See http://ajaya.name/?p=6353 You may also want to check out the other splunk release formats, I think tar.gz is one which may work better for you?

If you are instead asking whether you can install as root, then run as a 'splunk' user then yes, yes you can. Just make sure the entire splunk tree is owned by the 'splunk' user.
