Search Head Cluster lost all apps.

In Search Head Cluster with 5 members ad 1 deploy-er and all on Splunk Version 6.2.3.
All the Search Head Cluster Member lost all of the app's from $SPLUNK_HOME/etc/apps.

The "splunk apply shcluster-bundle" command could be used on a member of a SHC that was not a deployer. Since a non-deployer typically has an empty shcluster directory, this command would wipe out all apps on all members.
Some time in future Splunk plan to improve error message for "splunk apply shcluster-bundle" and warn the user if there are no apps to deploy, i.e. if $SPLUNK_HOME/etc/shcluster/apps is effectively empty.
