Why is splunkweb service failing and getting "IOError: Port 8000 not bound on '0.0.0.0'" and "Error in 'start' listener"?

Win 7 enterprise 16G RAM, Intel i5 3.2GHz.
Installed version/package: splunk-6.1.4-233537-x64-release.msi

splunkweb constantly dies. Also when system isn't accessed. ie no search etc is performed via ui.
restart with "....splunk\bin\splunk start"

Multiple combinations I tried and couldn't succeed. Finally restarted AWS instance and splunk web came up fine & running.

me too got this issue today on splunk running on AWS windows OS. Any suggestions??

Till yesterday I was able to login. Just I tried to login and noticed splunk web was not running. I restarted with 'splunk restart', splunk web comes & get terminated within few seconds. The same error as above.
