How to set up alert if a file is stuck in a folder for X amount of time?

Dear All,

I am working with making a Splunk alert.
I have two folders, one is IN and OUT. One process is putting files in these folders and another process is pulling those files out after some time. So if the process does pick the file after a specified time, then Splunk need to fire alert.

if a file is stuck in those folders for longer than X amount of time we should get an alert
