How to make dashboard panel unclickable

We have requirement to make dashboard panel unclickable. sometime users who clicks on the panel and seeing logs and they don't know what to do about them. we want to prevent them clicking on the panels

An example option in the XML would be this: <option name="charting.drilldown">none</option>

And if you click on the little paintbrush on the top right of any panel you can just set Drilldown to No which will automatically add the XML piece required.
