I would like to change the default No Results Found. message, anyone know how to do this? This pertains to the default No Results Found message in dashboard panels.

There is not a direct solution to overwrite the "No Results Found" message; however, you can use a token to trigger another HTML panel to be visible and hide the "No Results ..." message.

Older versions would require JavaScript to get the result count from the search instead of using the SimpleXML search event listener <done>
