Is there a way to hide the notification on the login screen regarding "A new maintenance release of Splunk is here" from the users?

You could add #updateCheckerContainer {
visibility: hidden;
}
to
$SPLUNK_HOME\share\splunk\search_mrsparkle\exposed\css\login.css

There's a less invasive way, that won't get lost in an upgrade:

Update web.conf

* Setting updateCheckerBaseURL to 0 will stop the SplunkWeb from pinging Splunk.com
     for new versions of itself.
