Does a windows install of splunk know what $SPLUNK_HOME means in a config file?

Exactly what the title says. I am writing an app to set up SSL that will be deployed on windows forwarders. I am just trying to find out if I can use $SPLUNK_HOME in the outputs.conf file, or if I need to write out the full path.

Windows will not know $SPLUNK_HOME unless it is configured as a Windows environmental variable. Enter 'set' in a cmd window to see the environmental variables.

Regardless, Windows does not use outputs.conf, Splunk does, so with regard to output.conf it does not matter whether or not Windows understands $SPLUNK_HOME.
