Hi:
We've found the root cause of this issue.
If your device is running iOS 10, please assign a hostname or domain name for your splunk (by setting up the DNS or Proxy Server, etc). On iOS 10 devices, in the login page of the Splunk Mobile App, the host with ip address will be resolved wrongly.
Or you can try it on your iOS 8.x, 9.x devices.

Did you try it by the browser on your mobile device? or the browser on the desktop?
Please enable the VPN as you did for the mobile app, then use the safari on the iPhone to open the http://10.32.20.61:8000, to check whether it works or not.
If it works, please try this URL still by the safari on your iPhone with VPN on:

please replace the localhost with the actual ip address.
Do you have APN Certificate? it comes from the Apple Development Program.
If you don't have, the add-on embedded one for you. But if you want use your own, you can replace it that.

Have you installed the Splunk Add-on for mobile access? You can download it here https://splunkbase.splunk.com/app/2887/ or in the app management page to search for it.
Then try to log in again.
And if you are using the latest Splunk Mobile App v2.4.0, and you failed to log in even if you install the Splunk Add-on for Mobile Access, you can choose "Send Log" to us. We will diagnose the issue and reply to you as soon as possible.

Mobile Access Server is deprecated in the latest version v2.1.
If you have updated your app to v2.1, you can install the Splunk Add-on for Mobile Access on your Splunk Instance.
No matter whether you are in v2.1 or the old version, the Splunk Mobile App has been verified to be wrapped and work with the MDM system like Good Technology and Mocana.
Microsoft Intune has not been verified because there are lots of MDM systems. If Microsoft Intune supports the feature like wrapping app, I think it should work. You can have a try to wrap the Splunk App.
